I hate to say it dude, but the information on what you need is in black and white:

http://www.cic.gc.ca/english/immigrate/skilled/assessment.asp

If you are applying:
- as a specialist physician (NOC 3111) or general practitioner/family physician (NOC 3112), the Medical Council of Canada (MCC) must do an ECA for your primary medical diploma,
as a pharmacist (NOC 3131):
- if you need a license to practice (for example, providing patient care in a community pharmacy, hospital pharmacy, long term care facility or other practice settings) the Pharmacy Examining Board of Canada (PEBC) must do your ECA,
- if you are in a position where you do not need a license (organizations such as the pharmaceutical industry and government which require a pharmacy degree because of the education or skill set, but may not require a licence to practice pharmacy), you can have your credentials assessed by one of the other designated ECA organizations. Contact the regulatory authority in the province where you plan to live to find out if you need a licence to practice your intended occupation.

Hello, I am a primary candidate with NOC 2174, I have done ECA from WES for my spouse (who is a medical doctor) , WES says her qualification is equal to Doctor of Medicine. Now as she is not the primary applicant and only claiming 10 points, will it be an issue. I know that primary candidate must go through Medical Council for Canada, but for spouse, WES is fine, right?

Did you choose 3131 as your Primary NOC? Did you check if that NOC is regulated in the province that you indicated as your preferred settlement location in your application?

Yes, but, those other occupations (where a license is not required) have different NOCs. If you selected NOC 3131 as your primary occupation, then you need to have your credentials examined by PEBC. If you want to select a related (non-licensed) occupation as your primary occupation, you will need to have at least one year of experience in that NOC.

I agree. Unfortunately the refusal is correct.

I would complete the PEBC process as soon as you can and then set up a new EE profile and wait for another nomination.

Did you apply as a Federal Skilled Worker or were you Nominated? Do you have a University degree as a Pharmacist, a master degree or something? Isn't it then enough to simply get that education validated by WES? Because why would it be a requirement that you work as a licensed pharmacist once you get to Canada?? It is not their business what job you choose once you settle in Canada. This is the way I have perceived the process.

There are specific instructions for pharmacists as listed above by CIC. He could just get it done by Wes but would have needed to submit evidence that his intended province agreed he didn't need a licence to practice, or whatever.

From the BC web site:

If you completed a graduate degree in pharmacy outside of Canada and the United States of America (U.S.A) or if your graduate program is not accredited by the American Council for Pharmacy Education (ACPE), you must apply to have your qualifications evaluated by the Pharmacy Examining Board of Canada (PEBC)

Hello Dr Nonsky, does your WES say it is a professional degree? Or it says bachelor?
