PR application and study visa at same time ?

I have a PR application in progress and have been offered a place at university can I get a study Visa in the Interim ? My OH will not follow until PR is through just in case there are problems he will stay with the house and job and finance to support me ( proof that i wont stay beyond visa if no PR , Right ? ) I will take my daughter with me as there is unrest where we are currently living she will be in high school do i need a visa for her also ?
