This is just what I think of for all PR applicants already in Canada...seems VO in Ottawa piled our applications in one corner untouched because we are already inside Canada, working and paying taxes so we can just wait and collect dust in the corner. New applications from outside Canada will be processed before ours,..why not? once they arrive here they can start working means more taxes for the government! The sooner the better! Right?
