Can I apply for Permanent Residency and in the meantime get a student visa for Canada ?

The two are not interrelated. The PR application is based on qualifying for it. Whereas the student Visa is on condition of having got addmission to an institute and you have the official letter offering addmission.
 
I was thinking about applying for PR visa first, and then enter Canada with a student visa (while my PR process takes place) is this possible?
 
Do you have admission? if so go aheah with the student visa first. PR application under Skilled worker can be done only if you qualify for it. (Check the new list of 38 categoires approved under it). If you are planning for PR applications of other types then you should apply that first and join for studies only once you have migrated as you will stand to benifit on fees if you are a PR.
