Could someone advice that if individual lands in Canada as a visitor and if he gets CSQ,whether he is eligible to apply Permanent residency?

I have been living and working in Montreal for over a year now. I have studied in Ontario for 2 years and hence, I have a 3 year open work permit, which will soon end in a year or so. I want to get a PR so I can stick around for a while.
