Hello,

I've lost my PR card and I'll be applying for a new one. Looking at the list with required documents make sense except the following passage.

Step 1: Gather Documents

4. Additional documents of proof of residence in Canada in the past five (5) years

Include the following with your application:

Photocopies of all pages of all passports you held in the past five (5) years (if your stamps are not in English or French, please have them translated, see section on Translation of documents), and
A copy of one of the following:

Other Income Tax assessments issued by Canada Revenue Agency within the past five (5) years, or
transcripts from a recognized post-secondary institution in Canada verifying attendance within the past five (5) years or
for all school-aged children, written records verifying attendance within the past five (5) years.
If you are unable to provide two secondary identity documents or proof of residence as described above, include a signed and dated statutory declaration clearly explaining the reasons why.

I do have copies of my passports but I don't have income tax assessment, and I haven't been studying so I can't provide documents from a post-secondary institution.

Do I have to provide a statutory declaration that explains the situation, or can I just apply successfully with the rest of my documents which are sound?
