I got my passport back without stamping PR. There is no letter or information with passport. Any Idea what could be the reason?. Should I have to contact Ottawa or Delhi to get more information?

Its strange. Try to check first at local VFS, where you had submitted the PP then follow the officer instruction.
In case of no hep from local VFS, try to contact CIC and use CSE.
