You can, you will need to raise a CSE first and seek CIC's approval.

If you are traveling for a shorter time, it's better to request for an extension to submit your passport in your country of residence after you return from your trip.

2. In PPR email, how many days do they give for passport submission? Is this time frame for submission or to reach the particular destination?

1-They do if the request is justified.
2-30 days to submit your passport.
