PPR Request question

Finally yesterday passport request was received for my parents. They only sent one email requesting my father for the passport since my mother is also in the application she should also send the passport with his passport.

Also, they did not received any other request for filling any form and send with passport

Is this normal

Can somebody please shed some light on this
