PPR received... VFS or send directly to the embassy?

I've received Passport request..
I am clueless.. Should I send the passport directly by mail as directed by mail or Should I send it via VFS?
If I send the passport directly by courier, How would the embassy send it back to me?

in the PPR, they say send it directly to the visa office. but I am not sure whether I must make it via VFS or not?
