Postgraduate Diploma weigtage

Hi,

I have completed my Post Graduate Diploma from an Autonomous Institute in Mumbai which is a 2 year course for working professional (correspondence course). I would like to know if this is recognised as a valid 2 year qualification as part of ECA done by WES?

If not WES then would any other agency (ICAS, IQAS, ICES) deem it valid?
