Putting aside the actual course elapse time in months what does the actual college program state for the course given if it states it is a 2 year course say in your offer or completion letter then you may qualify for 3 years even if the elapse time is 23 months. Fact that is a diploma is irrelevant it is the stated course length in the college prospectus, offer or completion letter that is important.
It is true that Masters students have a different rule and can qualify for 3 years with less than a 24 month course.

Thanks Bs65 for that info. The course duration mentioned on the university website is actually only 1 year on the university website, for FALL sessions (but when they issue the offer letter course duration i.e. Course Begin and Course End date indicate the course to be 15-16 months long (you can read about it soon, I have tried to explain it). And this is exactly where the confusion starts, people who take admission to the same course in Winter session which starts from JAN every year, have to spend 23-24 months to complete the program instead of 12 months, because some courses are available only in the next years FALL session of the program. Let me explain.
Lets say the program has course a, b, c, d available for taking in sem 1,2,3 (FALL, WINTER, FALLofNextYear).
If you take admission in FALL 2017, the course finishes by FALL 2018 ( September 2017- 2018).
The course duration is actually mentioned as
Course Begin - Sept 2017
Course End - December 2018 (15-16 months)
If you take admission in WINTER 2018, the course finishes by WINTER 2019 (January 2018- January 2020), thus making it 2 years. This is because some of the courses like c, or d might not be available for taking in the semesters until FALL 2019 (September 2019) causing the delay.
In this case the offer letter states
Course Begin - January 2018 and
Course End- December2019
I know this is too much to read and understand, but this is the situation and it is complicated. Do you think the program would fetch 3 years PGWP or not even 2 years? I mean can you share your thoughts.
