So she is studying in Vancouver then. I dont see what toronto has to do with. She is studying in a private college in vancouver
But where did you actually register for the course? What is your DLI? What institution will grant you your completion letter and your transcripts?
Students who complete this program in Vancouver also get a Diploma from St Lawrence college in Toronto.
I don't think this will help with PGWP though as you need to apply with your completion letter and transcripts which I assume will come from Canada College which is not eligible for PGWP so officer will take one look and probably reject the application.

Yeah, as I say she is physically in Vancouver, so I am with you and it will be rejected due to the college being private.
