Post Graduate Work Permit

I am currently working on my application for the Post Graduate Work Permit entitled for international students like myself. I already paid the fee for the application, but still I cannot submit the application itself because it requires me again to pay the fee which I already made. I even attached the official receipt on my application where it is suppose to be in. Do any of you know how can I proceed with my submission? Thank you
