for the purposes of successfully getting a study permit, is there any difference between the two?

I completed my Bachelors in my home country (Bangladesh), and got a LoA from Fleming College for a Post Graduate Certificate program.

But I talked to an RCIC in my country, and he insisted that I should not apply for a study permit based on this program, as it is somehow a lower tier of study than my Bachelors.

However, I have not been able to find any Post Grad "Diplomas" (let alone one that's related to my field of previous study) in any institute in Ontario - only Post Grad "Certificates".
 
A certificate program is tricky as you need to have a very strong reason to justify Why

Its a 1-year long (3 semesters, including one semester of co-op) program that is related both to my Bachelors as well as my current employment.

But my question still stands: is a post grad certificate the same as a post grad diploma?

could you elaborate a bit on how they are different, atleast when it comes to applying for a study permit?

also, why aren't there any institutions in Ontario that offer a post graduate diploma program? all I'm seeing are post graduate certificate programs.
 
I believe some provinces, like Ontario, call Post Graduate Diplomas - Post graduate certificate programs (Ontario College Graduate Certificates) instead. There isn't a difference.
