Post Grad work permit

Hi,
I am a full-time Master's student in Canada. My program will complete on 30th March and I plan to go to India on April 1.
I will not have my final transcripts until mid-April. However, my job starts in May.
1. Can I apply for work permit from India, after receiving transcripts?
2. As the processing time is 31 days for PGWP, can I submit my passport in Canada, if before the final decision I return?
3. Can I apply or re-apply at port of entry?

Please suggest what should I do?

1. Complicated process. Not advisable to do so.
2. You don't submit PP for PGWP.
