You can travel anywhere you want both before and after you land no need to tell CIC. The only issue would be if you travel after landing and before you get your PR card given you would need a PRTD to fly back to Canada . A PRTD can only be applied for from outside Canada so depends when you want to travel and how long for. Other than that you can come and go as you want without telling anyone.
