Dear Link,
That is part of the wording of PER...however, the phrase "your application has received FINAL determination of eligibility for processing..." is very deceptive as the VO does its own review and can refuse if it is not satisfied. You would still need to hold your breath until VO issues AOR. For those of us who have not received PER yet, this info could help us to know what the contents of PER are:

Not yet. It is still Sunday over there

Immediately checked and it was "IN PROCESS". after a few days it changed to "DECISION MADE".
So I reapplied again with full documents and now I am waiting...

hi Dubaiite again,

i checked my e-case, the status mentioned is " Centralized Intake Office Sydney (CIO-S) Eligibility Review Complete "

when i clicked the link it is mentioned:

"We received your application for permanent residence on April 21, 2011.

We reviewed your application and sent you a letter on June 1, 2011. Please consider delays in mail delivery before contacting us."

is this considered as a PER as I did not receive till now any email or letter saying PER and also it not mentioned in the e-case that it is a PER????

if you all remember my case that its mentioned above, i was feeling very positive after your feedback and after every one assured me that CIO Review complete means PER, but yesterday I read in one of the forum the that a candidate who was having same like my case with CIO review complete case for almost a month, and did not get any email from them for PER or NER (same like me), his status changed suddenly to Decision made then he got NER email… I really feel bad now, and I feel that I did not just miss my PER email, but they did not send me anything yet in purpose…. If you have an opinion regarding this please help me 
