Let's come up with possible (not necessarily plausible) reasons why processing times have increased for first stage and second stage processes:

<My scenario>
Background: A House of Commons parliamentary committee has been created to investigate mounting public complaints of increased processing times with ALL Citizenship and Immigration Canada activities. Immigration Minister Jason Kenney is summoned to respond to allegations of budget mismanagement and gross incompetence.

House Speaker: How do you explain, Mr. Kenney, the enormous increase in processing times at the CIC?

Mr. Kenney: Well, Mr. Speaker, you see, we overshot our budget because we had to redecorate our office, so while that was being done we decided to shut down operations and take all our staff in Mississauga on a cruise aboard the Sun Sea to witness first-hand the root causes of immigration fraud in places like sunny, warm and *ahem* sandy beaches, Thailand and Philippines. But don't worry, Mr. Speaker, we'll recover from our deficit by making all our full-time and part-time employees raise cash by having a car-wash event at the parking lot of Robert Speck!

House Speaker: the Sun Sea, eh?

The Canadian public actually told Jason Kenny what they really want.

No more human rights rubbish, just a land full of xenophobes, all watching Sun TV.

They got bored and sick of processing our files, so they decided to crumple them up and make baskets in the trashcan :P
 
New policy mandating a 1 hour break period for every 2 hours of paperwork, in addition to a required two hour lunch period that occurs no earlier than 3 hours before a required afternoon nap? ;D
 
Busy practicing for their dance number to be presented on their Christmas party program :P :P :P

of all the travel photos that spouses have been sending them!

Phones are hidden throughout the office, so that nobody can find them to answer them. Once in a while a muffled phone gets heard. Begrudgingly they answer :( Those are the phone calls that certain people claim to actually talk to real people :P
 
They haven't quite recovered yet ever since Prince William flashed his balding head on Canada Day! :P

They had a rather disastrous Bring Your Dog To Work day, and all of our applications were eaten, and they're stalling for time until they figure out what to do.

But that would only add about 28 hours (max) to the process, the results would be messy though :)
 
How many days does it take at CPC Mississauga to approve a sponsorship application?

a) 1 day to open the package, review the documentation, make a decision, send a notification and input the data into the system.

b) 51 days to get some rest from a), go play golf with the guys on the 3rd floor, make errands to the local Shoppers Drug Mart, check on gas prices on Gasbuddy.com, decide between Caramel brulé and Java chip frappuccino at the nearby Starbuck's, and check up the day's Sunshine girl on <a href="http://www.torontosun.com/sunshine-girl>The Sun</a> (nice outfit!)

Because they do the same thing I do at work

Work for the first 15 mins of the day, then act like your busy for the rest of the day. If you carry around papers and make it look like your doing something with them, its amazing how busy you can look!
 
There was a new recruit from Honolulu and they all started teaching him how to say 'eh' in 500 different ways!! :P
