Possibility of success rate of approval my visa while choosing ESL program before doing my major program

Could you please give me an answer with your experience

I have offered an ESL program with my Graduate Certificate program due to my IELTS issue in Ontario

I need to know if there any possibility of success my visa approval with doing ESL program before my PG program or is it a negative impact for Visa Officer to rid of my IELTS issue?
