Most people here will tell you to stay away from Quebec and pick a different province. Too many bad experiences with the Quebec immigration program.

On the other hand, studying in one province, and getting employed there, is a better way to go for PNP's.
Not sure about Quebec, but the Praires and Atlantic provinces are better at that.
