Possibilities of study after PR

We are trying for PR through express entry fsw stream. We might apply to PNP for this. I wanted to know if it is possible to do a masters as soon as we get a PR, while my husband works. ?

Is there a time restrictions to be a permanent resident before we qualify under this category for the university fees ?
