Possibilities of getting offer letter - LMO for a position or person?

Hello all,

I'm in India now (Had 2 yrs experience in Canada) and plan to apply in CEC. Just wanted to know about the possibilities of getting offer.

The employers will apply for LMO approval based on the position prior to select a particular candidate? or Once finalize the candidate (after can't able to get a suitable candidate thru job ads.) they will apply for LMO with the particular selected candidate?

there are two option for the employer,

pre approval of LMO or Open lmo, wherein the will apply based on designation( candidate info is not given to hrdsc. once approval is done they submit the candidate info for approval

other is they update candidate info n apply for lmo approval


if you have atleast 1 years experience ( within last three years), you can directly apply for cec. being a PR will save you from searching for an employer ready to give LMO.

My company not providing ref. letter. Thats why I thought of trying to get an offer letter.
