Canada doesn't want foreigners taking jobs from Canadians.

An employer who is unable to find qualified Canadians can prove to the government that they were unable to do so. If that is the case, they can get a Labour Market Impact Assessment that states that you will not affect the labour market.

You would need to find an employer who has tried to hire Canadians but failed.

The LMIA isn't a letter - it's something your employer has to apply for. It requires your employer to first advertise the job for at least a month to prove no Canadian could be found for the role. The employer must then submit the LMIA applications - many seem to be taking 2-4 months to process these days.
