Police verification in gurgaon

Hi,

I am an Indian citizen and I have just received my ITA. I wanted to get my police verification done in ggn. However, when I downloaded the police verification form from the police website
http://gurgaon.haryanapolice.gov.in/police-clearance-certificate.htm
It states that I need to produce a "Letter/ Instruction of the Embassy demanding the PCC. "
Can someone please help me by explaining this requirement?
I have tried getting An appointment from passport seva website but it always shows it to be booked so I guess I need to go through the local police station.

Better to get the PCC from Passport Seva Kendra in Gurgaon than the Haryana Police. Visit the passport India website and apply there.
