Re Police Clearence Certificate from Thailand for EE, can someone please confirm that the certificate is to be submitted only after we send application for PR?

The link from CIC states that this certificate must be submitted only after the application. Here is the link:

If you will not go back to Thailand after ITA, then apply now. Usually its applied when you expect to receive ITA in couple of weeks.

I already have the ITA and am.collecting docs for application. Re police certificate the Cici website says that it does not need one for now and only after I submit my PR application will they send a doc requesting the Thai police bureau to issue me a PCC. I just want to double confirm that my understanding is correct.

I think IRCC website link that your provided clearly mentions that

No. Citizenship and Immigration Canada will send you a letter requesting a police certificate after you send your Application for Permanent Residence. You must bring that letter when you apply for a Police Certificate.

Once you submit your PR application you will have to provide the Thai Police authorities with IRCC’s PCC requested letter that you will receive..

If you have received ITA. You will need to submit PCC while filing your PR application.
