I am a bit confused.

The website says the following:

In general, you and all the people in your family who are 18 or older need to get a police certificate."


Please guide. Should it be from birth or since 18th birthday. Any link would be helpful.

So it should be since birth or since 18 years?
 
I'm not sure which country you're applying for but I imagine most countries have a standard age (usually 17/18). US FBI PCC's, for example, only go back to age 18-- anything prior to that are juvenile records and typically not included.
