Police Character certificate for different countries

Hello

I've lived in KSA for 4 years and in UAE for 1.5 years but I don't have the PCC for both countries and now I can't apply to get the PCC for both countries. Can anyone please explain should I apply for Canadian immigration visa or its just waist of time and money if I dont have the PCC?
