Hello, I am completely new to this form. I am planing to apply for PR. I am already here in Canada for the last two years doing my PHD. Two years ago Police certificate was required by Canadian embassy to Issue my visa of coming to Canada; it was directly sent to the embassy. I left that country then (it is not my home country), I just studied there for two years. Do I still need to apply for another Police certificate from a country I never get back to? Any advice please?

This is what the CIC website states.

If you need a police certificate from a country or territory and:

are currently living there, or received the police certificate before leaving, the police certificate must be issued within six months before you apply.
have lived there in the past, the police certificate must be issued after you last lived in that country or territory.

Yes you'll need to. From your post I think you received your PCC BEFORE you left that country which means that when you're applying for PR, that police certificate must have been issued within 6 months. However it's been 2 years now as you mentioned. So you need to get another one made.
