I have lived in Delhi till 17 Years (Nov 1988 - Sep 2005)
I have lived in London till 2013 (Sep 2005 - Jan 2013)
I have lived again in Delhi till 2016 (Jan 2013 - Sep 2016)
Presently I am living in Hyderabad (Sep 2016 - Present)

I need to apply for Police Certificate from the UK as well as from India (That I know). Do I need to have police certificate from Hyderabad as well as Delhi?

Also I haven't shown my current employer in Hyderabad, but will use that in Personal History Section? Do I need to submit reference letter from current employer too?

Apply for Indian PCC from Hyderabad Passport Seva Kendra, that PCC will good enough for all your stay across India (Hyderabad & Delhi).

Where is it mentioned that PCC from PSK will not be accepted? As far as I know PCC from PSK is accepted.

Even though it has been mentioned that residents of Punjab and Delhi can apply for PCC from SP Office and District Police Station, the PCCs issued from these places specifically covers the clearance for the applicant's stay in that region only. In India, if the applicant has stayed at the same address or in the same city for their entire duration in India, then the applicant can go ahead with the PCC issued from local SP Office or District Police Station.

On the other hand, if the applicant has stayed in different cities in India, then the best would be to get PCC from PSK. PCC issued by PSK is applicable for the applicant's entire stay in India as it does not mention any address of the applicant.

But I am showing current employer in Personal History not for availing Points! Why I need to show the Reference Letter. If I ask for reference letter, they might not give it all as I have recently joined!

For work experience mentioned under Personal History, the system will not generate any placeholder to upload any documents.

I wont risk it just because its not written as unaccepted. It is not mentioned as acceptable PCC (except for residents of Delhi).
If it was some other situation, I would get one from PSK but i wont risk it with CIC.

There are people from Hyderabad who got PCC from PSK (after the update that you are referring to was mentioned on CIC site), got PPR and landed in Canada last week as well.
