Well...I just called Russian police information center...cose they are the one who are going to accept or not the permission letter anyway.
So, they dont need an apostille...they need a russian-speaking notary to put his stamp on the letter...and the stamp should be on russian...lol...Now I am going to search for a notary with russian stamp.
And, it takes one month to give a certificate...
Slowly...slowly I am getting somewhere...
 
I see! Yes, it should be perfectly fine then, and will be much faster than going the other route.

If I go this route - it is between Russian police and CIC, Russian consulate is not going to be involved...

So, I am having an appointment with consultant on Dec 29 to confirm all the procedures, and to see what part of the process he is going to take on himself (probably nothing...).
In addition I am going to express how unhappy I am about the fact that I was not informed about a possibility of doing all this in advance with clear instructions. It looks like I trusted him too much.
