police certificate from abroad

How i can get police certificate of dubai from abroad?
I dont have Emirates ID and currently living in switzerland.
Already saw there is a dubai police webpage for applying police certificate.
Do i need to send only fingerprint if i dont have an Emirates ID?
And anyone knows how long it takes if i apply with online?
