Hi guys,

I have lived in Canada for 3 years.Does anyone know if it necessary to submit an Canada PC?

Yes you do, from RCMP. You need an PCC from any country you have lived for more than 6 months in the last 10 years.

Incorrect when you're talking about Canada.

You only need to submit Canadian police check if CIC request it at a later date. CIC can do their own checks.

Well, i've seen cases requesting it, from temp. residents who applied...

it can be requested, but only from some applicants. It is NOT required at the time of application. CIC makes this perfectly clear:
"Do I need to provide a Police Certificate with my Application for Permanent Residence? No"

CIC does it's own name-based checks for ALL applicants. Only if a record is returned for someone with the same name as you, will you get a request for a fingerprint based RCMP check.
