police certificate for canadian PR

My wife lived in Netherland between 1996 to 1999, we are currently trying to get her Canadian PR. IRCC is asking the police certificate from Netherlands. I am confused as my understanding was <to immigrate to Canada, you and any family members who are 18 years old or older must include your police certificates as part of the application for permanent residence. You need one for every country, other than Canada, where you stayed for more than 6 months in a row in the last 10 years since you were 18 years old.>. Please help me as I need guidance from a senior adviser.

Sometimes they ask for ones from further back. You could argue with them, but it'll be quicker and easier if you just order the police certificate.
