Hey guys!!

My gf has submit her INLAND PR and OWP (change conditions of work permit application) today - Friday Sept 13th.

Her Police Certificate expires Sept 14th - Saturday

According to CIC website, under Police certificates:
(Can't post links but it's Guide 3999)

The certificate must have been issued no more than three (3) months prior to submitting your application.


SO... what does "submit" mean...does it mean the day i put it in the mail. Because if so, then i'm fine! The package we mailed today will arrive in Alberta at the CIC office Monday or Tuesday...but the package will be stamped SEPT 13th.. a day before the police cert expires...

Am i in the clear?

I'm pretty sure they refer to the moment CIC gets the application. Usually, submitting an application means officially handing it to the concerned establishment, not handing it to the intermediary that will take it there :)

Just my 2 cents.

They might send the application back, or just ask her for another police certificate.

An advice to anyone that will stumble across this thread: doing the med exams and getting the police certificate are the very last 2 things that are to be done before applying :)
 
I highly doubt there's any risk of the application being sent back (I sent mine without police cert OR medicals). There is some chance that she will be asked to submit another police certificate, based on the current one being over 3 months old when CIC actually receives the application. Not sure how CIC interprets "received." There are only two options. Wait and see if they request a new one, or, once you get AOR (acknowledgement of receipt, when you'll get your UCI numbers), order a new police certificate and send it back in. (I say after AOR, as having a UCI number will make it easier for CIC to match the new police certificate up to her file.)

I am NO expert, and I made my share of mistakes on my app (and a few other people's share of mistakes, too!), but if it were me in this situation, I would probably order a new police certificate after AOR. They're not very expensive, and for me, it's a question of "better safe than sorry." While it's far from the norm, some PR applicants do receive AIP (application in principle, stage one approval) and DM (decision made, stage two approval) at the same time, mostly(from what I've read and seen here) when AIP takes much longer than expected. It happened to me, and recently to a few others here on the forum. *IF* anything had been missing from my file at the time of AIP, I would have received a document request from CIC, rather than DM, prolonging processing of my application for months. As we really just want this process to be over and done with, anything that delays the date when I become a PR is undesirable.

There are fellow forum members that got their applications sent back recently for the lack of medicals, for example. So it's not an exact science, as always when it comes to CIC :D

True; the only thing that's consistent about CIC is its inconsistency!

We submit our app priority post from Vancouver to Alberta last Friday. They should receive our package today or tomorrow. When would we get AOR?? and how ? email? or snail mail?

If the CIC sends back our application because her police expired 1 day after we mailed our app and 1 or 2 days before they received our application ...would we have to pay the $1000 again?

I believe you are in the clear as CIC received your application before the 3 month validity expires. Although you were really pushing it envelope there. The worst it can happen is that CIC will ask for a new police check. It is not always required to be submitted with application but does help smooth the process of your application and remove or deduce the delay time in your process if you did not submit it with application. The 3 month validity rule does not mean you must submit it with application. It just mean that CIC must have your police report within 3 months of issue date, regardless on when it was submitted to CIC in the begining or when CIC request it after the fact.
