Hello, my brother got approved for PR but hasn’t landed in Canada yet(not till end of the month). I’m hoping to claim the 15 points for siblings with PR which will take my points to 481 and I’m hoping I get ITA for this next draw. So do I wait for him to get into the country first or can I claim it now?

You have to wait until after he has landed in Canada and become a PR. He must also be living in Canada in order for your to claim the points. You can't claim the points before he has become a PR.
