Hello. I have a question about my education. I have completed total of 16 years full time at school and have Bachelor's Degree in International Business. I am from Bulgaria.

Could you please tell me how many points I collect for my education?

Thank you! I forgot to say that I have been studying in the university for four (4) years.

Does this fact change anything?

Nope, 20 points. He only has 1 bachelor's degree:

You have a university degree of two years or more at the bachelor’s level and at least 14 years of full-time or full-time equivalent study. - 20 points.

Don't forget: it's degree PLUS years of education, not degree OR years of education.
 
My understanding is she would get 20 points. The requirement for 22 points is not very clear:

You have a three-year diploma, trade certificate or apprenticeship and at least 15 years of full-time or full-time equivalent study = 22 points

I don't know what they mean by "three-year diploma", and whether a "four-year bachelor's degree" would fit the bill. I'll have to wait for someone more knowledgeable on this topic... :-/

Think of it in the context of the diploma for a skilled trade, ie technician, CIC feels that this and apprenticeships are more value to the Canadian job market than a BA/BS. The points specifically state that a bachelors is worth 20 points.

Is it possible to be different in each CIC office? As far as I have heard, CIC officers are quite subjective. For example, in some of the CIC offices, the immigration officers take the overall IELTS score. I have also heard that in some offices what matters is the total years of education, not the diploma, and this is because of the educational differences all over the world.

All these are not facts, just things that I've heard. Post your opinions, please.

Well, since you asked for opinions, I'll give you mine: I think there's some flexibility, but it depends where you come from. If you have a PhD from LSE and 16 years of study, they'll probably give you 25 points. If you have a PhD from the University of Western Godknowswheretown and 16 years of education, they'll probably only give you 20 points.
