Point of entry in Canada after outland approval

I want to ask some question on behalf of my brother in law. She sponsored his wife from the Philippines "Outland". I want to know if it gets approved is there any specific point of entry she will enter as landed immigrant? Or she can enter any point of entry in Canada?

She can land anywhere other than Quebec.

Are you sure? I know if your final destination is Quebec you need the CSQ( I'm a sponsor from Quebec) but I think you can land in Quebec and then continue with to your final destination.
