if you can, avoid pnp at all costs. super slow. just go for express entry.

it doesn't matter to which province to go if you are going to apply through EE.

if you don't have enough score ( less than 400-410) you do need think about province to receive your 600 additional through province

So is it easier to obtain PNP? Do you need less points? Don't really understand the difference either...
Only 2 PNPs have without job offer facility. SINP EE and OID (non EE sub category ) and NSNP DEMAND EE CATEGORY B which is open nowadays.
Seperate occupation in demand list for both PNPs . You can apply only then your job noc will be in ther list. NSNP don't have IT related category in their list. They can anytime reduce the list. NSNP just removed Computer related 4 NOCs before current opening. SINP also does this.
