PNP quota is 80k+ for this year, why by now only 9k+ invitations have been issued?

The quotas are 80k+ not only for 2022 but also the next 2 years, but apparently only a small portion of them cannot be consumed.

At this pace, only 20K invitations will be issued per year, what about the rest 60k or even 70k?

Any thoughts?

For Ontario it's election time that is why

But if you look at EE history, PNP draws' average volume maybe only 600 applicants.
Very few of them exceeded 1k, some of them invited only 100 - 200.

PNP cannot consume 80k quota no matter what. The gap is huge.

Looks like provinvial governments just don't have the capability to invite and process so many applicants.

I think the prime reason for fewer PNP invitations is that the provinces have diverted their resources toward Ukrainian settlement. The same has been shown in IRCC's internal memo where they've mentioned assessing the Ukrainian impact on immigration levels
