Hi,
I need some guidance. Following is my case:

IELTS: L/r/w/s 8.5/6.5/6/7
Education: two bachelors (one is of three years and one is of two years) as per WES
Experience: 4 years in NOC 1111 (finance auditors)

I have some relatives in canada as well.

Please assist me whether should I appy for PNP program and for which state or attempt an IELTS again for Federal skilled worker.

Also, if I apply for PNP through express entry, what will be the maximum time for processing?

please advise.

What is your CRS score? If it's 441 or above, then I suggest you create an Express Entry profile and submit it. You should get a direct ITA in the next Express Entry draw.

If it's below 441, then you can go for a PNP. Which province do your relatives live in? Are any of them your brother or sister?

No. My uncle is in Toronto!! please suggest me for which PNP should I go?
 
Unfortunately, having an uncle will not help with CRS score.
For Ontario, you need at least 400 CRS points. Also, Ontario has not issued NOIs since March this year, and nobody is sure when they will issue NOIs again, although people are hopeful that it will be in August.

You will need to check which provinces have your NOC on their in-demand occupations list.

For British Columbia, you need a job offer.

For Manitoba, you need at least a friend or distant relative who has PR or Citizenship and has lived there for at least a year.

For Alberta, like, Ontario, they select specific people from the Express Entry pool. The other way is the Opportunity Stream, but for that you need a job offer.

New Brunswick and Saskatchewan don't have your NOC on their in-demand list.

Newfoundland requires you to have a job offer

Prince Edward Island are currently accepting EOIs from those who have a valid EE profile and meet the FSWP requirements.

Nova Scotia has your NOC on their in-demand list, but currently they are closed for Category B submissions. https://novascotiaimmigration.com/move-here/nova-scotia-demand-express-entry/

I do not know about Quebec or Northwest Territories.

what if I can arrange a friend in Manitoba who can give his reference, what are the chances considering the above data? and I will be going through express entry for that. What you suggest?

If you have a friend in Manitoba, you can apply for their PNP program.

But please ensure that this friend has: 1. Canadian PR or citizenship, and 2. lived in Manitoba for at least 1 continuous year.
Your friend will have to submit a settlement plan for you as your sponsor for the province

I can't give you an exact processing time - it is different for each province.
However, you should give yourself around 3-4 months for provincial processing, and another 4-6 months for CIC PR processing.
