Are you a inland applicant? If so, biometric is not needed. So CIC refunded you.

Well thats not entirely true. I am inland applicant and was asked by CIC for RCMP Biometric.
To be sure I was never asked by CIC for Biometric fee.
I paid RCMP directly for Biometrics.
