there were quite a few January applicants who got their PPRs.
I can't really tell if that was a majority or minority of applicants
Based on the fact they claim 80% of applications take 18 months and 20% are either faster or slower I'd say they're probably the minority.

18 Months from January would be July. I sure hope I'm wrong though.

It depends in the background check mainly, if you are from a country that is "dangerous" and if you are inland or outland.

If you are inland applicant and you are not from a place with high risk it takes 16 months, if you do then it takes 18 or more also if you include a member then even more

Just FYI that the 18 month processing time in Base on AOR, not the date that CIC receive your application. And different applicant processing time varies by the background check. So actually Date Receive your application means nothing, you could just check your AOR. Some Nov,dec 2016 applicant have same AOR date with Jan 2017 applicant.

The CIC says it's counted from the time of application received, not AOR.
"These processing times only apply to the federal part of the processing (at the visa office) once we have received the complete application."

Agreed. I am Jan. 27 applicant still waiting, and probably will be waiting until July at least. Many Nov.and Dec. 2016 don't have their PPR yet
