I received a additional document request on September and I submitted it on October . I called CIC the agent replied they have received it but as of today on my CIC account it is showing we need more documents to process your application. Is this normal or I have to contact someone?

Yes i also had some documents which i sent and i also called and they told me they received it..
but my online account still shows we are waiting for more documents...
So i think they dont change it
