u can do it..but it is not a usual procedure..i did it that way..as i had to do medical for my work permit extension....so i sent the same one before they ask..what they recommend is to wait until they request otherwise they will receive huge no of medicals submission emails altogether and may cause errors or lose of docs..another issue is about the validity..if in case they take longer processing times, the upfront people may have to repeat medicals if it is close to one yr expiry at the time of visa stamping..In my experience, upfront submission did not do any favor to my timeline except from one early additional ecas line...all that matters is the date of application and date of aor..
