So if he has received ITA or nomination for PR then why look at other provinces. Once PR application is submitted then it should only be a few months. You say he is applying for PR not submitting a profile or expression of interest.He is applying for PR

So focus on OINP because moving to any province will not be a good idea unless he has a job, employer meets PNP requirements, employer is designated/approved by province etc. Or he learns French.Oh sorry he is applying for expression of interest. apologies.
Google - PNP and do some research. There are no easy provinces. The ”easiest” province is where you went to school and are working. Most PNPs are based on job offer, if not through Express Entry.Thanks for clarification
