PNP nominee(employer driven stream) applied for BOWP but got closed WP instead

I read a post that said CIC just amended BOWP applications under employer driven streams, and that we are not eligible any more. Can anyone confirm if it's true? Is this the reason why I got closed WP instead of open which is what I applied for? My current WP is due to expire on April 1 2015, I applied for BOWP last December 21 2014, just today I received my WP but got a little dismayed that I got closed WP instead.

One of the conditions of the Employer Driven Stream nomination is that you MUST stay working with your employer until a decision is made by CIC, it makes sense you get a work permit naming your employer , don't you think ?
