It would narrow your chances in getting Student permit/visa. It would be wiser if one of you (whoever most eligible to study) applies first, go to Canada and start studying. Later on, you can bring your spouse on TRV/OWP.

It's good that one of you got the permit. Are you already in Canada or waiting for your spouse to get TRV/permit so that you two can go together?

The reason behind slim chances for both of you getting permits/visa at same time is that it would loosen your ties with your home country resulting in better chance of staying permanently in Canada - at least VO would think this way.

Spouses can be allowed TRV when one of them is already studying in Canada. Based on this, once you start studying, your spouse can apply for that. He/she may be given Open Work Permit as well upon landing.

Now, it's up to you if you both wish to apply for TRV at same time or separately. I'm not saying if your spouse applies for TRV/Permit separately on a later time; he/she will be granted a visa. But the chances will probably be higher than applying at same time.

If you have already been refused once then your chances are probably low. But you can certainly try.

You can apply for whatever you want. I still think the chances of refusal are high.
