I am a resident and citizen of India. I am in the process of applying for student visa. During this period can I travel to another country on a visit visa? Can I do my medical and biometrics there? Or do I have to be present in India for the entire process till I get result of the visa?

OK thanks.. Also if I'm still in that country when I get passport request, where do I send passport? Nearest embassy or the embassy in India?
