Can someone plz help me my how do I know if my pr card expired expiry date say 19 Oct/oct 17 is it expired?
 
Your question is not clear, if your card says expired 19 Oct 2017 then it is expired and cannot be used to support any travel so you either need to apply for a new one if in Canada or if outside apply for a PRTD if you need to travel back to Canada. Assuming of course you meet ythe residency obligation at the time of applying.

It says on my card 19 oct/oct 17 I remember them telling me 3yrs but I'm not sure and i have a flight to the phillipines tomorrow i dunno what to do

Nothing to stop you leaving the country with an expired card but in order to fly back you will need to apply for a PRTD or come back via the US land border with your expired card. You should apply for a PRTD as soon as possible when you arrive in your destination as there is no formal published processing time, just depends when you plan to come back.

I'm from canada.. I'm not allowed to go the u.s bcuz I had a criminal record from 10 yrs ago can I still do it?
 
If you have a PR card you are not FROM Canada.As Bs65 stated, you have to apply for a PRTD as you are not allowed in the US.
